Governed Specialist Intelligence for Agentic Systems

NPMIntegrator.AI is the control and integration layer that determines how an AI request should be understood, which specialist intelligence should handle it, what knowledge may be used, what models and tools are permitted, and whether the resulting work is ready for release.

Instead of sending every request directly to a general-purpose LLM, NPMIntegrator first evaluates the request through the NPM Router Decision Plane.

NPM Router Decision Plane

The Router identifies the purpose of the request, its professional domain, the required specialty or role, relevant data and jurisdiction, applicable policies, evidence requirements, and the level of human review required. It then selects the appropriate Specialty Mode Package and creates the execution instructions used by the underlying agentic operating system.

This separation allows organizations to use powerful agentic systems without giving individual agents unrestricted authority to decide their own roles, sources, tools, or release conditions.

The architecture follows the same enterprise-control principle of separating routing, governed execution, provenance, validation, and controlled acceptance rather than treating AI output generation itself as the final product.

NPM Router decision-plane step diagram

The NPM Router

The right specialty. The right knowledge. The right model. Under the right rules.

The NPM Router is the decision layer at the center of NPMIntegrator.

When a request enters the system, the Router normalizes the request and evaluates contextual information such as:

purpose of the request professional or specialty domain requested task user or application identity applicable jurisdiction information sensitivity risk level required evidence available specialist modes approved models and tools required reviewers or human approval release requirements

The Router does not simply ask

“Which LLM should answer this prompt?”

It asks

“What professional capability is required, what governed operating mode applies, which knowledge is authorized, which execution resources are permitted, and what evidence must be produced before the result can be released?”

The result is a governed routing decision that can be recorded, inspected, reproduced, and audited.

Specialty mode files

Professional roles expressed as machine-readable operating modes

NPMIntegrator organizes specialist intelligence into Specialty Mode Packages stored within governed mode folders.

Each Mode Package describes the professional role, specialty, discipline, or operating context that an agent should assume for a particular class of work.

For example, Mode Packages can represent areas such as:

Specialty Mode folders organized by professional domain

Within a broader profession, additional modes can represent more precise specialties, responsibilities, jurisdictions, or workflows.

A Specialty Mode Package can define the operating parameters required for that role, including its professional description, permitted tasks, required evidence, source hierarchy, approved databases, approved LLMs, available tools, jurisdictional restrictions, human-review requirements, validation rules, output requirements, and escalation conditions.

ModePackageV1 · ICM Manifest · Evidence Plan

In the NPM architecture, the Router resolves the applicable ModePackageV1 and compiles the corresponding ICM manifest and evidence plan before governed execution begins.

This approach turns professional context into a reusable system resource rather than burying it inside an individual prompt.

How specialty routing works

From request to governed execution

01

Understand the request

NPMIntegrator receives a request from an application, user, API, wizard, enterprise system, or third-party service.

The Router determines what the request is actually asking the system to accomplish.

06

Select the appropriate LLM or execution resource

Once the task and evidence requirements are understood, NPMIntegrator can select an approved LLM, specialist agent, private model, local model, API, enterprise system, or combination of resources.

Model selection becomes part of governed routing rather than a fixed architectural dependency.

This vendor-neutral principle is consistent with enterprise AI control architectures in which models, APIs, private runners, enterprise systems, and human experts are execution resources beneath the governance layer rather than the governance system itself.

02

Classify the professional context

The request is evaluated against available specialty descriptions and Mode Packages.

A botanical research request should not automatically use the same operating context as an educational-development request, legal analysis, clinical workflow, or pharmacological research task.

The Router selects the specialty mode whose declared purpose and permissions best correspond to the requested work.

07

Authorize execution

Before specialist work begins, the request can pass through an execution authorization gate.

A request can be:

execution may proceed.
execution may proceed only after specified conditions or approvals are satisfied.
the requested action is outside permitted policy, capability, data access, or risk boundaries.

The agentic OS therefore receives an authorized scope rather than an unrestricted request.

03

Resolve the Specialty Mode Package

The selected Mode Package supplies the role-specific operating context for execution.

Rather than constructing a new specialist prompt from scratch every time, NPMIntegrator can invoke a governed, versioned Mode Package whose behavior is known in advance.

08

Execute through the Agentic OS

Authorized work is passed into the agentic execution environment.

The underlying OS can then coordinate approved LLMs, specialist agents, enterprise connectors, databases, APIs, and tools.

NPMIntegrator remains the governance and routing layer controlling the conditions under which those resources operate.

04

Compile the ICM manifest

NPMIntegrator combines the request with the selected Mode Package and applicable governance requirements to create an execution manifest.

The manifest can identify:

the selected specialty mode permitted knowledge sources approved databases permitted LLMs permitted agents permitted tools evidence requirements applicable policies review requirements execution constraints validation requirements
09

Record provenance

The execution record can capture which mode was selected, which model or agent acted, what knowledge sources were accessed, which tools were called, what evidence supported the response, what decisions occurred, and what approvals were granted.

Provenance is particularly important for enterprise AI because the system must be capable of showing not merely the answer, but how the answer was produced.

05

Select the appropriate knowledge

The Router can then direct the request toward the knowledge resources appropriate to that specialty.

That may include an enterprise knowledge base, structured database, document repository, vector search system, authoritative external data source, specialty API, private knowledge collection, or other approved evidence source.

The knowledge-selection decision can therefore be driven by the professional mode and the request, rather than relying solely on whatever information happens to be available to a general-purpose language model.

10

Validate before release

Completion of generation does not automatically mean authorization to release.

The NPM Assurance and Release Plane can inspect the resulting artifact for evidence coverage, provenance, citations, contradictions, missing information, policy requirements, safety requirements, required human review, and artifact integrity.

Only after these controls are satisfied can the final artifact receive release authorization.

Why NPMIntegrator

Why NPMIntegrator

01

More efficient specialist intelligence

Without orchestration, every application may independently need to determine which model to use, which knowledge to retrieve, which prompts to maintain, which policies apply, and how results should be validated.

NPMIntegrator centralizes those decisions.

Specialty modes can be developed once and reused across multiple applications. Routing logic can be shared. Knowledge connections can be reused. Policies can be centrally managed. Model integrations do not have to be independently recreated for every front-end experience.

The result is an architecture in which applications request governed intelligence rather than repeatedly rebuilding AI infrastructure.

02

More accurate context selection

A general-purpose LLM may be capable of addressing many subjects, but capability alone does not establish that it has been given the right role, the right evidence, or the right source hierarchy.

NPMIntegrator improves the conditions for accurate responses by selecting the appropriate professional mode first, then routing the task toward the authorized knowledge and execution resources associated with that mode.

The system can therefore distinguish between:

what the model knows AND what the application has authorized the model to rely upon.
03

Governed responses

NPMIntegrator creates a formal boundary between requesting work and executing work.

Agents do not independently expand their own authority.

Execution can remain constrained by the selected mode, manifest, permit, policies, approved tools, approved knowledge, and required human-review gates.

04

Auditable responses

Each governed execution can produce a correlated record connecting the original request to the routing decision, selected mode, authorization, execution run, evidence, model and tool activity, verification, review, release decision, and final artifact.

That changes the enterprise question from:

“Did the AI produce an answer?”

TO

“Can we demonstrate how this answer was produced and why it was authorized?”

That emphasis on source, model, decision, approval, exception, and output provenance is a core requirement for governable enterprise agentic work.

One NPM Governance Core. Multiple Applications.

The NPM architecture is designed so multiple applications can use the same Router, specialty modes, policy controls, evidence services, validation services, and audit infrastructure.

That creates a common governed intelligence foundation across the broader application ecosystem.

Two important application areas are Collaboration and Combination Intelligence.

Collaboration

Bring people, specialists and AI systems into the same governed workflow

Collaboration provides an environment for teams, outside specialists, organizations, developers, and intelligent systems to work together while sharing a common NPM governance layer.

Instead of collaboration occurring outside the execution record through disconnected emails, prompts, documents, and AI sessions, NPM can maintain the professional context and governance state surrounding the work.

NPMIntegrator.AI

Intelligence is becoming abundant. Governed intelligence is not.

NPMIntegrator provides the layer between an application requesting intelligent work and an agentic system performing it.

It determines the professional context, selects the specialty mode, identifies approved knowledge and execution resources, enforces authorization, records provenance, validates the resulting artifact, and controls its release.

NPMIntegrator.AI — Govern the route from request to trusted response.

The architecture is also consistent with the broader control-plane principle that enterprise AI value comes from governing, routing, proving, validating, and recording work—not simply generating additional AI output.
